When a foundation sponsors and funds an independent evaluation of a grant, program or agency, who owns the final report? The funder? The agency? The consultant? Who receives the draft report first? What are best-practices, both legal and ethical, on evaluation report ownership? Are access and ownership merely contractual matters, or is there a larger body of implied law or management practices governing this? Is it mainly a matter of being clear in advance and in writing?
