GEOList Summary: Capacity-Building Program Structure
Is capacity building a separate initiative, led by its own staff (with frequent communication with program officers)? Is it a shared responsibility among program officers, who are responsible for identifying capacity building needs among their own portfolio? Also, if any of you use an intermediary to administer your capacity building program/grants, I would love to know more about the pros/cons of that arrangement.
